CHASE MINUTES

  1. Call to Order -  Meeting called to order at 7:00 p.m.
  2. Board Members Present:  John Youril, Jack O’Donnell, Mary Green.  Board Alternates: Linda Kirsch, Donna Crawford
  3. Presentations/Discussions:

q       Jack O’Donnell presented possible improvements for vacant lot created by the installation of a traffic light at Wintergreen/Twin Oaks/Old Auburn.  Possible plans include the installation of a walkway, trees, bushes and boulder barriers to prevent the area from becoming a dumping ground.  There was also a well received suggestion that a community garden might be suitable at that location with the mobile home park possibly providing the water. 

q       Mary Green also advised the community that Woodside School is still looking for funds for the new electronic marquee.

q       Mary Poole from the City of Citrus Heights provided information regarding the Speedminder radar activated speed sign which would also qualify for the community improvement funds.  The cost of the sign would be approximately $2,600 each.  Several members commented that what was really needed was more traffic enforcement by officers.  Mary Poole responded that the new department should respond better.

q       Kevin Becker of the Planning Department then made a presentation to the group regarding flooding issues.

·        Drainage-operations manager coordinates with Sac County and Conservation Corps.  If your home is flooding (not your garage) call 727-4700 General Services or 875-Rain for the County.

q       Design Criteria-10 year standard-the City will not reclaim floodplain land-no new building in the floodplain (with exceptions-you can raise the existing home and rebuild if there are repetitive issues).  The City follows the National Flood Ins. Program (so the newly constructed homes can get flood insurance).  The developer improves any drainage situations for more than 5 parcels.  Fences in the flood plain have to be iron or 3 rail fences.  No fencing of the floodway is allowed.  Bridges have to be 1 ½ feet over flood if you build a new bridge.  Lots required to drain toward street, if not there needs to be an inlet toward the back of the lot.  Finished floors must be 2 feet above  base elevation.

q       Creek maintenance-Sacramento Conservation  Corps comes through in the fall and cleans out all 26 miles of creeks by October 1.  If your creek is not cleaned by September 15 call the City.  April 9 is creek week for community to volunteer to clean the creeks.

q       Determining Development Potential-check services request history, FEMA, survey, drainage study on big developments, neighborhood meetings, planning commission meeting, geographical system (flood zone data, county data).  The building must be built above the highest flood level per recorded maps (flood insurance rate map-which the federal government studied areas of 40 acres or more to make these flood maps).  New developments create more flow for 10 and 25 year events but less flow for 100 year events per Kevin.   The City shows builders these maps on the computer at the City offices.

q       Culverts-The City has 1 million dollars to replace corrugated steel pipes that are currently used as culverts.  County crews suck out sand from the inlets and clean the ditches.  The conservation corps does the hand work of clearing the creeks.

q       Aplite Court-there were many questions from a large group of people near a development on Aplite Court and the resulting flooding concerns.   Members report that the developer is clearing out the blackberry bushes in the creek and not replacing them with vegetation to hold the banks of the creek and the creek banks have been collapsing.  A video of the flooding was shown by a concerned resident.  Kevin Becker said that it is proper to remove the blackberry bushes because they are not the native vegetation.  Also reports of a bridge constructed for this development causing flooding for neighbors.  There was much discussion regarding the neighbor’s flooding concerns.  Mr. Becker responded that he would look into the complaints further but that the Planning Commission would not be involved because the developer used a lot line adjustment to create the lot and applied for a building permit thus it was not necessary for the developer to go through the planning commission before work could begin.  This allowed the development without the Planning Department adding conditions. 

q       Per the request of Linda Kirsch (who was concerned by a Planning Commissioner’s comment that the project had been supported by neighbors), Mary Green updated the group regarding the status of the Antelope Commons project at Antelope and Sunrise.  The group was advised that the Planning Department approved the design of the townhomes and office building and that the time to appeal that decision had lapsed.  The next step was for the City Council to approve the Special Planning Area created for the development.  Group was advised to call Bob MacNichol if they have any questions or concerns.  The group was advised that the poll sheets from the CHASE review of the proposed development had been forwarded to the Planning Department who attached them to the staff report given to the Planning Department the night of the vote.
